It’s a great pleasure for me to once again attend this meeting. I wish to express my profound gratitude for the opportunity to address you.  I have taken it as a special task during my term of office to strengthen the link between the ACP and its respective regions and sub-regions, thus the reason for the ACP Group seeking observer status at the Forum.

Excellencies Ambassadors, Distinguished Representatives of International and Regional Institutions, Ladies and Gentlemen, It is a great pleasure for me to welcome you all to the ACP House today.
I am very happy to note the presence of so many participants to this important workshop. I recognise in particular several leaders and representatives from our regional financial and economic institutions.

Ambassador Jean-Paul Carteron, Your Excellencies, Fellow Panellists, Ladies and Gentlemen, It is an honour for me to be chairing this Panel Session on the theme: “Has the Time for an Open Society Come for Africa?” This topic is particularly germane not only to current development efforts in Africa but also for us at the African, Caribbean and Pacific (ACP) Group of States. The ACP is an intergovernmental organisation representing some 79 member countries.

Right Honorable Prime Minister of Cook Islands, Excellencies Former Heads of States, Honorable Ministers, Director General Dr Kande Yumkella, Eminent Scientists and Experts, Distinguished Leaders of Companies, Distinguished Guests, Ladies and Gentlemen, It is an honour for me to address this very important meeting. Until recently, energy has been one of the neglected issues in international development. We are now more aware than ever that sustainable energy systems are crucial to human livelihoods as well as ecological balance.

Our Distinguished Guest Speakers Your Excellencies, Invited Guests, Ladies and Gentlemen, Thirty-six years ago, precisely on 6 June 1975, the Founding Fathers of the ACP nations signed an Agreement in Georgetown, Guyana; committing themselves to building an alliance founded on solidarity, interdependence and international dialogue.

(27 May 2011) The President of Council, Honourable Ministers, Yours Excellencies, Ladies and Gentlemen, It is my singular honour and privilege to welcome you all to ACP House and to our 93rd Ministerial Council meeting. I want to thank all of you for sparing the time from your onerous duties and busy schedules to be here with us today. We meet at a time of enormous challenges as well as opportunities. A few of our countries are making good progress in social and economic development, in spite of a rather difficult international environment.
