Brussels, 24 September 2021/OACPS: The Committee of Ambassadors (CoA) of the Organisation of African, Caribbean and Pacific States (OACPS) welcomed two new colleagues from Belize and Zimbabwe at the 941st Session of the CoA on Thursday, 23 September 2021.

H.E. Mr. Alexis Rosado

H.E. Mr. Alexis Rosado is well-known at the OACPS as he previously served as Chargé d’Affaires a.i. at the Embassy of Belize in Brussels from 1998 to 1999, and as Ambassador to the Kingdom of Belgium from 2006 to 2008.

A career diplomat who has been a member of Belize’s Foreign Service for over 25 years, Ambassador Rosado served as High Commissioner to the United Kingdom from 2002 to 2006 before his appointment as Ambassador to the Kingdom of Belgium and as non-resident Ambassador to the Kingdom of Spain and the Federal Republic of Germany. He also served as Chief Executive Officer (CEO) of the Ministry of Foreign Affairs in Belize, Ambassador to Guatemala and Co-Chair of the Belize-Guatemala Joint Commission as well as non-resident Ambassador to Nicaragua, Panama, Honduras and Costa-Rica.

Ambassador Rosado is currently the co-agent for Belize before the International Court of Justice on the Guatemala/Belize case.

Following his introduction by the Secretary-General of the OACPS, H.E. Mr Georges Rebelo Pinto Chikoti, Ambassador Rosado elaborated on the theme of international solidarity. Pointing out that Belize had recently celebrated its 40th anniversary of independence, he spoke warmly of the support received from the international community, including the Member States of the OACPS which was instrumental to Belize’s struggle for independence.

H.E. Mr. Ammon Mutembwa

H.E. Mr. Ammon Mutembwa served as Political Analyst in the President’s Office before joining the Zimbabwe Trade Mission in Johannesburg as Counsellor, and the Zimbabwe High Commission in London, as Counsellor.

H.E. Mutembwa has held several high level positions within the Zimbabwean Government such as Head of Evaluation and Political Analysis, Assistant Director Planning and Coordination, Deputy Director Policy Coordination and Director External in the President’s Office, where he managed international and security/strategic relations for Zimbabwe. Immediately prior to his posting in Brussels, H.E. Mutembwa headed the Zimbabwean Mission in the United States of America.

During his inaugural address, Ambassador Mutembwa reaffirmed his country’s commitment to achieving the goals of the OACPS to achieve ‘the OACPS we want’. He also spoke on a wide range of pertinent issues such as the new COVID-19, OACPS-EU Partnership Agreement and ‘Global Europe’, trade and the EU Trade Policy Review, climate change, peace and security, as well as the Global Facility on anti-money laundering and countering the financing of terrorism (AML/CFT).

The new Zimbabwean ambassador shared key developments and projects undertaken by the Government of Zimbabwe such as the National Development Strategy, and the Vision 2030, designed to chart a new transformative and inclusive development agenda to “deliver broad-based transformation, new wealth creation and expanded horizons of economic opportunities for all Zimbabweans”, as well as the Transitional Stabilisation Programme and the National Development Strategy I (NDSI) for 2021-2025.

H.E. Mr Daniel Evine Abe’e, Dean of the OACPS CoA, warmly welcomed the new Ambassadors to their ranks of the CoA, noting that the experience of the two new members would be much appreciated by the CoA.
